Terminal length is when you reach an equilibrium between growth and breakage. If you keep trimming the ends, you keep making it shorter and the terminal length you can achieve will be less.
Growth never really stops. But as you get more length, the breakage (and tangling potential) increases. Guys who get really long length manage that by reducing breakage (by reducing tangling. often by braiding or bundling/tying their manes).
